[Linux-streams] LiS 2.19.0

I have put a new version of LiS on our ftp site.  It is based
on LiS 2.18.0.  It incorporates the changes that Paul Landay
previously posted as patches as well several other changes
required for Linux 2.6 systems.  It also includes fixes for
several bugs which caused hangs or the halting of streams
processing on SMP systems.

In order to avoid confusion with the openss7.org branch, I have
moved the version number up to 2.19.0.  This version remains LGPL.

The file may be downloaded from ftp.wanware.com in the pub/LiS
directory.

I have tested the release on combinations of 2.4/2.6, x86/PPC,
SuSE 10/Redhat EL4 (and updates 1-3)/Fedora Core 4,5 and uP/SMP.
