[JdeRobot] Application stagnated due to non-availability of ROS

Hi Hmrishav,

current infrastructure for JdeRobot Academy is Ubuntu Linux 18.04 (LTS) and
ROS Melodic. We only work with LTS releases of Ubuntu and ROS. So you may
work with a docker container, a virtual machine, a dual boot etc.. with
them (recommended) or go at your own risk directly from the source code.

PD In the near future we will jump to Ubuntu 20.04 (LTS) and ROS Noetic,
but that will take time and development effort.
