[JdeRobot] Change ICE config files by json

Hi Raul, 

I have been looking information of YAML and I like it.

In favor has to be easier to read for people and that you can put comments,
but as a drawback you have to use the spaces as indexing as Python. The
latter can be solved by creating a validator to check the files.
